Why space X cannot recruit non Americans?

Certain restrictions that are imposed on the company. As a result SpaceX often has to rely on homegrown talents in order to fulfil the employment requirements. This is the main reason why you won't find many non Americans in SpaceX.
Also Tesla gives you permanent and temporary post in all its sites, if you get selected you can be a part of many patients like the dragon Falcon 9 Falcon heavy extra and also there are many summer internships that are provided by SpaceX.
